Yes, the NBA chose to run it back by putting "expansion teams" in Portland, Cleveland, and Detroit who already had WNBA teams either relocate or fold instead of going into new markets, like SMASHVILLE, that could actually support a WNBA team. Why? Because the NBA owner could use the tax write-off by owning the WNBA team as well.
